Project Goal: this project is aimed to foster cooperation between Barak village (Kyrgyzstan) and Birleshken village (Uzbekistan) through providing an access to electronic communication and raising youth capacity in computer skills.

Problem Statement: Barak village is an enclave of Kyrgyzstan located on the terrority of the Republic of Uzbekistan in 18 km far from rayon centre and in 25 km far from oblast centre. Communication and transportation with the rest part of Karasuu rayon of the KR are provided through Kurgantube rayon of the RU. At present, there are 1000 people live in Barak village.
