Democratic Governance

April 16-23 – 30 young people from all seven provinces participated in an eight-day youth camp in "Ak-Tash" guest house, Chui province. The camp was titled "Unity and harmony - a pledge of peace!" and aimed at improving capacity of youth in conflict resolution in their communities and disseminate the knowledge among their peers in the regions. Camp participants also discussed a contingency plan during organization of elections in the country under the project "Infrastructure for the peace - political dialogue and preventive actions". They also learned about mechanisms of interaction between NGOs, government structure and international organizations in conflict situations and during peace building activities. Joint Message by the UN Secretary-General and the UNESCO Director-General for the 2012 Observance
Freedom of expression is one of our most precious rights. It underpins every other freedom and provides a foundation for human dignity. Free, pluralistic and independent media is essential for its exercise.
This is the message of World Press Freedom Day. Media freedom entails the freedom to hold opinions and to seek, receive and impart information and ideas through any media and regardless of frontiers, as stated in Article 19 of the Universal Declaration of Human Rights. This freedom is essential for healthy and vibrant societies.
Change in the Arab world has shown the power of aspirations for rights when combined with new and old media. Newfound media freedom is promising to transform societies through greater transparency and accountability. It is opening new ways to communicate and to share information and knowledge. Powerful new voices are rising — especially from young people — where they were silent before. This is why this year’s World Press Freedom Day is centred on the theme of New Voices: Media Freedom Helping to Transform Societies.
Media freedom also faces severe pressures across the world. Last year, UNESCO condemned the killing of 62 journalists who died as a result of their work. These journalists must not be forgotten and these crimes should not remain unpunished. As media moves online, more online journalists, including bloggers, are being harassed, attacked, and killed for their work. They must receive the same protection as traditional media workers.
The first UN Inter-Agency Meeting on Safety of Journalists and the Issue of Impunity met at UNESCO on the 13 and 14 September 2011. We produced a Plan of Action for the UN to build a more free and safe environment for journalists and media workers everywhere. At the same time, we will continue to strengthen the legal foundations for free, pluralistic and independent media, especially in countries undergoing transformation or rebuilding after conflict. At a time of information overload, we must help young people especially to develop critical skills and greater media literacy.
World Press Freedom Day is our opportunity to raise the flag in the fight to advance media freedom. We call on States, professional media and non-governmental organisations everywhere to join forces with the United Nations to promote online and offline freedom of expression in accordance with internationally accepted principles. This is a pillar of individual rights, a foundation for healthy societies and a force for social transformation.

Democratic Governance

On March 15 – A round table to discuss and analyze national experience of strategy development in Kyrgyzstan was organized with support of the EU-UNDP New Legal Framework Project in partnership with the Center of social technologies. Participants of the round table discussed the positive and negative experience of strategic planning in Kyrgyzstan. Bishkek, Kyrgyzstan (April 19, 2012) – From 10 to 14 April 2012 the UN Resident Coordinator, UNDP Resident Representative in the Kyrgyz Republic Alexander Avanessov held several meetings with partners and international organizations in Moscow. At the talks and consultations parties discussed further development of cooperation with the UN system and UNDP in the Kyrgyz Republic, with a focus on problems of uranium tailings.

The Dag Hammarskjöld Fund for Journalists is now accepting applications from professional journalists from developing countries for its 2012 fellowship program. The application deadline is Wednesday, March 30, 2012.

The fellowships are available to radio, television, print and web journalists, age 25 to 35, from developing countries who are interested in coming to New York to report on international affairs during the 67th session of the United Nations General Assembly.  The fellowships will begin in early September and extend to late November and will include the cost of travel and accommodations in New York, as well as a per diem allowance.

Kyrgyzstan became a full member of the United Nations on March 2nd, 1992, hence the year 2012 marks the 20 years of existence of the UN in the Kyrgyz Republic. The country participates in world summits dedicated to modern developmental problems, and makes its contributions to the development of joint measures and solutions on the most pressing directions. Numerous important initiatives set forth by Kyrgyzstan have been supported by the UN member states.

On February 21, 2012 jury panel of the photography and poster contest titled Live Better: Right Here, Right Now met in the UN House in Bishkek to evaluate the submitted works. The contest was announced on December 1, 2011 and we stopped accepting submissions on February 10, 2012. Main goal of the contest was to visualize processes, principles, goals and other aspects of local self-governance. Works submitted for the contest will be used as advocacy and educational tools for the general public as well as decision makers.
